Why are individuals allowed to flood the posts with the same post over and over with the same pitiful crap over and over just in different rooms?

It's extremely annoying and I report it every time I see it, but I'm guessing it's difficult to moderate as they just keep using different accounts to post them.
 
Once again, useless repeat posts over and over. Kick these individuals!!!
